The 16-year-old will be part of Neil Ryan's Young Lions for the tournament in Albania, which begins next week.
England kick off their group-stage campaign on Tuesday May 20 against Belgium and then meet Italy (May 23) and Czechia (May 26).
The top two teams from each pool will progress to the semi-final stage.
